Ofsted has issued a special report on school governance. Inspectors visited 14 schools in which governance had been judged outstanding. The inspectors noted that there is no single model of success for an effective GB. Read more on School governance.

Project ADAM
Project ADAM (Alternative Devon Academy Model) is being considered by the LA, to assist GBs of maintained schools who do not, currently, wish to move to Academy status. There have been 4 meetings, 1 for Secondary HTs and Governors and 3 for Primary HT and Governors. The notes and feedback reflect those meetings attended by the DAG Chair, Pam Barnard, and are provided for information.

Strategic and Duty of Care Roles
Governors would wish to be aware that there are 3 free seminars this month, which will be of interest to them in their Strategic and Duty of Care roles.
The Devon Association of Primary Headteachers (DAPH) is working with a firm of local solicitors, Ashfords who are hosting a half-day “Raising Awareness” seminar covering the legal and financial risks which schools are facing in the changing landscape of education. This free seminar promises to be an informative and thought provoking session and is open to headteachers, governors and school business managers of primary, secondary and special schools.

Better Value for Money in Schools
England's maintained schools spent £35 billion in 2009/10. School staff account for over three-quarters of this total and form one of the country's largest public sector workforces. The Audit Commission has produced an overview and series of four briefings under the heading Better Value for Money in Schools to examine patterns in spending in maintained schools in England. They aim to help school heads, governing bodies and councils control costs without compromising educational attainment.

Investing in Energy Efficiency
Renewable energy (and micro-generation more widely) has many potential benefits to schools, including saving money and carbon emissions, and providing exciting opportunities for learning. With the advent of Feed In Tariffs (FITs) and the Renewable Heat Incentive (RHI), renewable energy also offer opportunities to make money on the energy produced. Read more on this.

Devon Federation Open Week
Devon Federation Open Week will be held from Monday 15 November to Friday 19 November 2010 when 12 Federations will open their doors to visitors from across the County. Stepping Stones: Past, Present and Future
Stepping Stones is a three to five year transformational programme for support and services for children with additional needs. Since March 2010 a programme management approach has been adopted, and over the past 17 months significant changes have taken place. The Stepping Stones: Past, Present and Future document (updated July 2010) sets out to review progress and future direction for Stepping Stones. This is particularly pertinent because of the changing political and financial environment, and because the present programme manager is leaving.

Tough Choices in Devon
From September the County Council will be launching a major public engagement called Tough Choices. This will take the form of a series of local public meetings led by the Council Leader, John Hart, with an online drive to get the views and ideas of those unable to attend meetings. This will be backed up with a PR programme and promotional activity.
The purpose of this consultation is to involve local people and communities, including and, in DAG’s view, especially, School Governors, in a dialogue about the difficult budgetary decisions ahead. There will also be an opportunity to propose ideas for saving money and or improving the way things work.
These consultations will undoubtedly cover a very wide range of topics and subjects and it is vital that education receives a high profile in these meetings, and thus DAG encourages as many Governors as possible to attend the most convenient of the meetings, all of which start at 6.30pm. Inside Knowledge
The Inside Knowledge programme, currently in its pilot phase, has been launched by the DofE and is designed to enable schools to learn from other schools with leading practice. Each visit will provide a unique opportunity for schools to share their own experiences and progress towards excellent practice on national priorities.
The visits are delivered by a number of host schools, who have been chosen based on the progress they have made in areas focused around the national priorities. They have been recommended to share their own experiences across the following six initial topic areas:
1. Sustainable schools
2. Narrowing the gap for disadvantaged pupils
3. Maximising pupil progress through effective use of assessment data
4. Teachers and teaching assistants as writers
5. Managing school budgets effectively to deliver best value and
6. Effective transition from early years to school
Of particular interest to Devon Schools will be the fact that Alphington PS will be hosting visits to do with Sustainable Schools on 12 October 2010; 10 February 2011 and 14 June 2011.

Oriana Hosford
It is with the greatest sadness that we report the sudden death of Oriana Hosford, a former Vice Chair of DAG and a highly committed and effective school Governor.
Although blind since birth, Oriana (formerly Margaret) never let this impact one jot on her hugely independent and varied life.
A Russian scholar, well read and versed in many of the great classics in that language and our own, Oriana was always an engaging and erudite companion.
A devoted school Governor at Clyst Heath and Ladysmith Schools as well as the West Of England School for Young People with Little or No Sight, she was a fierce advocate of the requirement to provide the best, most appropriate additional and special needs education to suit an individual. Her grasp of detail in any setting was quite extraordinary.
She was a valuable member of the DAG Board for a number of years before her election as our Vice Chair in 2002 and during her Vice Chairmanship she was a singularly supportive but challenging individual of DAG's activities.
In addition to her school Governance roles she represented DAG on the Devon Education Forum (Vice-Chair), the School Organisation Committee (which she Chaired for a year) and a number of other LA Committees, Boards and Task and Finish groups, where her wisdom and insight were always valued greatly and well-received.
Oriana was an inspiration to everyone who had the pleasure of meeting and knowing her, and she will be missed very much.

Academies
The DAG Board anticipated and has received several enquiries from GBs seeking advice about Academies. The DAG Board has drawn up a “Position Statement” which it hopes will assist GBs.
There has been a welter of information about Academies from a variety of sources and DAG will endeavour to keep GBs informed of such information.
To that end we have added an additional section to the website, Academies, and all relevant information will be placed there in future, with alerts on the news page.

Managed Service blocks SPAM
The SWGfL Managed Service provided by Research Machine (RM) blocks SPAM. For example – In the week commencing 16th of May the service received 24,612,942 emails! Of those 84% were identified as SPAM and were blocked. 4,082,050 genuine messages were delivered. As you can see, the service does reject a large majority of mail as it is definitely SPAM. However, RM knows that they do not stop all SPAM emails but they do identify senders that are sending a large volume of SPAM emails. In order to block SPAM that is sent to your school you can also notify RM of any you receive by forwarding the email with headers to spam@swgfl.org.uk Detailed guidance on how to get headers from e-mail.

NGA Governance Awards 2011
Nominations are now open for the National Governors’ Association Awards for Outstanding School Governance 2011. There are two prestigious awards: the NGA’s and Governor Wales Outstanding Clerk Award (England & Wales) and NGA’s Outstanding Governing Body (England only). There will be both national and regional winners, which will be awarded at a national ceremony in March 2011. The closing date is 15th November 2010 (12 Noon), so there is plenty of time to spread the word or to nominate someone yourself. Don’t let great work go unnoticed. All our members have supported our first ‘ask’ in our manifesto of raising the profile of governors and the importance of school governance. These awards are a very good way of joining in – please do so.

Governors and Local Learning Consortiums
DAG is keen to ensure that Governors have a greater say in their LLCs and presented a paper for discussion at the recent Local Partnership Forum (LPF) attended by 24 LLC's Chairs. They in turn will present to the next LLC meeting and will report back in June to the LPF. Devon Schools Music Festival
On Wednesday 23rd June 2010, an incredible mix of top international artists, professional musicians, community musicians, and young performers from Devon's primary and secondary schools will showcase their work at Westpoint Arena near Exeter.
The annual event, now in its fifth year, incorporates over 100 individual concerts and workshops with a wide spectrum of musical styles, from rock and gospel to jazz, folk, world music and classical. The highlight of the day is at 2.45pm when all the children get together in the arena for a mass singing experience called the BIG SING.
We are also attempting the world record for the largest Ukulele ensemble. For more information please contact David Tall.

Governor of the Year
Many of you will remember that Ian Courtney, the Chair of Governors of Okehampton CC was a national finalist at last year's awards ceremony, and once again there is an opportunity to recognise the fabulous contribution any number of Devon Governors make to their school, through a nomination for the 2010 Award, as Governor of the Year.
The closing date for nominations is midnight on 1 March 2010 and the deadline for endorsements (which) have to be completed by the headteacher is 5pm on 8 March 2010. See a copy of the criteria to be considered.
There are 12 other categories offering an opportunity to recognise outstanding staff and a particularly interesting new category is the Outstanding School Team of the Year.
There is also equipment / money to be won. The "Film my School" competition, which invites children and young people to get involved and make a short film celebrating their school, offers a prize of £5000 of video equipment.
The biggest money awards are offered to the Special Sector. Outstanding special needs teams can bid for funds to support their crucial work. There are 3 awards, one at £15000 and 2 at £10000. All details are at www.teachingawards.com.

DAG was delighted to note the award of an MBE to Mrs Cathy Slow, Chair of the West Exmoor Federation, in recognition of her outstanding leadership, which saw the Federation established in 2007. It is always a terrific moment when Governors receive appropriate national recognition and we send Cathy our warmest congratulations on her marvellous achievement.

Federations Open Week
Seven of Devon’s Federations will open their doors to visitors from across the County from 9 - 13 November 2009. Full details are at www.devon.gov.uk/sc-oct0934004.pdf.
A whole range of models in terms of Leadership, geography, types of schools, new and established federations and cross sector models are available to visit.
If you are considering Federation for your school these visits are a wonderful opportunity to hear at first hand from a range of people what they think Federation has brought to their school and most importantly to their children. Even if you have no plans to Federate, a visit is still very worthwhile.

Devon’s schools will unite to launch a coordinated campaign to win fair funding on Monday 19 October 2009. They wish to highlight the inequalities of funding for schools and end the post-code lottery that affects Devon’s young people.

The Department has reviewed its guidance on supporting remote learning if schools close for an extended period and has revised the annex to that guidance which deals with some of the relevant technology issues. New Part Time Posts with DAG
DAG is pleased to announce the appointment of 3 Area Officers, who will offer a more local service to GBs across Devon. The Area Officers are: Amanda Blewett, AO (North); Paulette Furnival, AO (South); Fiona Collier, AO (Central and East).
DAG is also pleased to announce the appointment of 3 Researchers, who will coordinate responses to the many consultations DAG are invited to contribute, but until now have not had the capacity to respond. This has been a considerable weakness in our support for education in the round, locally and nationally. We welcome, Ann Inman, Abel Nyamapfene and Sue Roberts to the DAG team.
The appointments commence on 1 September 2009.

Update on Single Point of Entry (SPE)
The following is a note from Andrew Brent Policy and Strategy Officer (Education), Devon County Council.
“I spoke with one of the Rose Review team yesterday. He confirmed that the recommendations have been accepted by ministers and they are working towards implementation for September 2011. They will be releasing guidance from January 2010. I made the point that, as far as points of entry are concerned, Devon would be required to change the county policy - and VA schools their own policy where necessary - for the admission arrangements consultation which must start by January 1st so that guidance would be more useful in advance. He is to push for that.
“There is a response period ending 23 July but his opinion was that this would contribute to fine tuning rather than significant change.
I have asked him to double check that the implementation will be a requirement on Local Authorities and own admission schools - that would be a cleaner approach which retains the individual parental option to defer entry as before. He felt that was the case but I have asked for confirmation.
“So the position is that the move to a universal offer point in September of the Rising 5 year will go ahead from September 2011. I will formulate a change to policy for Devon for the next consultation round and will incorporate this in the draft template admissions policy for VA schools which is now being considered by the dioceses.
“There are schools which were and remain keen to move to universal offer for September now. However, the message must be that Executive were clear that the current policy of two entry points would remain until a change came in through Rose. In the interests of clarity and consistency and the consideration of transition arrangements for early years settings, there will be no changes before 2011.
“Hope this clarifies, but do contact me if you have any queries.”

Parents as partners
Parents as partners training is coming to North Devon, for parents and carers who want to get involved in developing services for children. Workshops start in May 2009, likely to be in Barnstaple or Torrington.
The course will focus on developing the skills of parents in developing confidence around voice and influence so that they can be involved with helping shape services and making a difference. A crèche will be available and we will pay your travel costs. To find out more call 01392 382584 or email .

DAG Spring Area Meetings Feedback
The feedback document for the Spring Area Meetings is now available. It is a
very detailed report which will almost certainly have items of immediate
relevance to your school/GB. It offers answers to questions that may have been
concerning your GB (Section A), provides an insight in to what fellow governors
are thinking about topics of current concern (Sections A + B) and adds
additional key information since the Checklist was published (Section C). There
are items on Financial Issues, Federation and Partnership, Health & Safety,
Training, the Primary Capital Programme and Area Reviews, Extended Services,
Single Point of Entry, Unitary Status, the revised CRB Disclosure Policy and a
range of other topics. Some require GB action. Please share this report with
your GB, in particular committee chairs.

NGA Annual Survey of Governors
The first NGA Annual Survey of Governors goes live today. In co-operation with The TES the NGA has produced a survey questionnaire that they hope will sample the views of governor opinion on a range of topics. In some ways this is a follow up to the Bath University Research which so many members took part in last summer, but they hope they have learned some lessons from the experience and they hope that this survey is more ‘user friendly’. The survey is anonymous, and takes approximately 15-20 minutes to complete. Governors have until February 19th to complete the survey; the results will be collated and then published on the NGA website and in The TES on February 27th. Please complete the survey, and please pass the survey link onto other governors; they need a large response if they are to use the results to influence policy makers; the survey also asks questions about the NGA, we will await the results with interest! Single Point of Entry
Governors will be aware of the recent discussion about Single Point of Entry. The final outcome of any decision is likely to be influenced / determined by the anticipated report of the Independent Primary Review being conducted by Sir Jim Rose.

Are you considering Federation?
DCSF is hosting four regional conferences on rural primary school federations between January - July 2009 in Bristol, Newcastle, Birmingham and London. The conferences, which are aimed at headteachers and governors who are interested in federating, will look at the unique challenges facing rural primary schools and how federating can help.
DAG will support one car / GB to 25p / mile if that will assist / ensure attendance, AT THE BRISTOL EVENT. Claims to David Tall on return. DAG would welcome feedback of GBs' experience of the Conference. Indeed, financial support is conditional on feedback.

Song For Devon
DAG is very pleased to recognise the marvellous achievement of Karen Higginson, a teacher at Whitchurch Community Primary School in Tavistock. She found out she had won Devon County Council’s Song4Devon competition live on the BBC Radio Devon Breakfast Show and announced by presenter Matt Woodley on Monday 15th December.
Karen’s song ‘D-E-V-O-N’ was one of four finalists whose tunes were put to the public vote on the Devon County Council website.
Karen’s work is another wonderful example of the variety of work and activities undertaken in our schools.

This consultation will also be aired at the spring round of DAPH Briefings and area meetings for DASH as well as the next meeting of the unions at the TCC. DCSF 2009 Spring Term Census - Funding arrangements for “Phasing In” Pupils
DAPH has been alerted to an e-mail dated 24 November 2008 sent to all Primary Schools regarding preparation for the 2009 Spring Term School Census otherwise known as PLASC which contained the following important information.
The LA has been advised by the DCSF that the four week “Phasing In” period for new pupils no longer applies. Funding will be based on the status of pupils on the census day (15th January 2009) and therefore, in order to receive full-time funding for your pupils please ensure that they are in full time attendance by 15 January 2009.

“Concerns have been raised that the use of the word ‘Police’ in the title of this organisation may imply individuals are Police Officers or employed by the Devon and Cornwall Constabulary.
“I would like to eliminate any potential confusion. The Police Community Club of Great Britain is an independent organisation not employed by the Constabulary nor are our Officers working for this organisation to promote educational packages.”

Capital Grant to invest in School Meals Facilities
The DCSF announced in October 2008 guidance on the
allocation of the remaining exceptional capital funding for School Meals. An
Expression of Interest has to be made by Christmas 2008 by DCC and a formal bid
submitted by by February 2009, using a standard template. Announcement of
successful bids is expected by Easter 2009.

An important note from Margaret Bullock, County Health & Safety Manager, Devon County Council
“I am writing to inform you of some important changes to the health and safety support you currently receive. During late 2007 a comprehensive review of the health & safety provision across the County Council was undertaken. The review identified a number of strengths and also some opportunities for change. The outcome is that from 1st July 2008 the arrangement of six separate H&S services has been reorganised into a single County Health & Safety Service.

• Full training portfolio to be provided from September 2008

DAG MAY 2008 NEWSLETTER - INCORRECT INFORMATION
A paragraph in the May newsletter stated “You are reminded that from September 2008 it is mandatory for at least one member of any Recruiting Panel to have undergone training about Safer Recruitment.” THIS IS INCORRECT. No such date has been determined yet. I apologise for any confusion.
That said the remainder of the information about training courses is correct and if Governors wish to attend any training the headteachers will need to complete the registration on behalf of the governor. Log in details will then be sent to the governor through the post. Heads can register governors here.

The Gill Barnard Award
Gill Barnard was one of Devon’s highly valued Kitchen Managers who sadly passed away in 2005. In Gill's memory, The Children & Young People’s Directorate have created an annual award for School Catering Staff. Schools are encouraged to nominate a member of their catering team who has taken the time and effort to demonstrate a child centred approach to their work in the busy school-catering environment. Nominations must be made by the Headteacher, in a summary of no more than 250 words explaining why they think that the nominee deserves the recognition of this award. The nomination by the Headteacher should also be supported by artwork from the children. So why not think about who may be a suitable candidate for this award in your school kitchen and enlist the support of your Headteacher and pupils in putting together an entry to impress the judges! To be considered for this award and trophy, entries must be received by the end of the summer term. The winner will be notified at the start of the autumn term.

It is with the greatest sadness that we announce the death of John Gale.
John served as a DAG Executive Committee Member for some years up to his untimely passing. He was a warm, friendly and caring gentleman, who devoted much time and effort on behalf of Devon Governors. A former teacher and highly experienced school governor, John cared deeply about the children and young people in his care whether in his classroom, on the outward bounding activities he led with such enjoyment and relish or in the broadest education terms. He was a valued colleague and friend, who will be much missed.

DAG is pleased to represented on a number of important LA bodies
One such is the Local Admissions Forum which is a mandatory body set up under the School Standards and Framework Act 1988. The Forum facilitates discussion between all admission authorities (Voluntary Aided, Foundation and LA Community Schools) on how best to organise admissions in the local area, in order to meet as many parents’ preferences as possible, and to reach agreement about difficult issues, such as providing school places and sharing pupils with challenging behaviour.
The Membership of Devon’s Forum has recently been revised in line with regulations issued by the DCSF. As well as the admission authorities mentioned above the Forum includes representation from community groups such as Parent Teacher Associations (PTAs), Devon Association of Governors (DAG) and neighbouring LAs to help ensure a consistent approach.
There is a vacancy for a Governor from a Community School. The Devon Forum meets approximately 3 times a year at regular intervals at County Hall, Exeter. The next meeting is scheduled for Tuesday, 15 July 2008 at 10.30 am. If you are interested please let David Tall know. He is also happy to provide more information on request.

Review of Local Government in Devon
Governors will be aware of the review of Local Government in Devon, by the Boundary Commission. The Local Authority have dedicated WebPages about this review at www.devon.gov.uk/devonreview.
These pages include information from the Boundary Committee and the Department of Communities and Local Government about the review process and background, frequently asked questions, a microsite jointly managed with Devon's District Councils which contains maps, performance data and statistical information relevant to the Review.
There is an online facility called "Ask Brian" for anyone who may wish to ask a question about the review or contribute views about improving local government in Devon. The LA will be updating the site regularly and providing additional content during the course of the review.

Governors volunteer for Job Evaluation Appeals Process
Following the recent request for Governors to volunteer to assist with the school based Job Evaluation (JE) appeals process, DAG has received this message from Devon Governor Support Services.
